MARWUL ROM PROJECT: CROSS-CULTURAL MEDIATION TRAINING Top

First National Tour Seminars

A new ground breaking project, the Marwul Rom Project draws on the sacred knowledge and traditional
practices of the Yolngu people of north-east Arnhem Land in providing cross-cultural mediation training.
The custodians of this sacred ceremony wish to make it available to the wider non-Indigenous community
and allow it to evolve as a 21st century rite-of-passage for people engaged in cross-cultural dispute
resolution and peace-making.

The Co-chairs of the project, Rev. Djiniyini Gondarra and Patrick McIntyre, will present a half-day seminar
on the Mawul Rom Project in Perth on Monday 27th September from 9.30am to 12.30pm
Venue to be announced.

ELECTION KITS

ANTaR national recently launched the 2004 Election Kit, following the release of the third AMA Indigenous Health
Report which stated that Indigenous health is currently under-funded by at least $452.5 million a year.

The Election Kit covers issues such as reconciliation, self-determination, Indigenous disadvantage and native
title as well as information about how to lobby parliamentarians, how to use the media and other suggested
election activities.

The Election Kit includes a Report Card of the policies and priorities in Indigenous affairs of the major
political parties, which was produced from responses sought from the major parties by ANTaR.

ANTaR WA proposes to have a brief discussion on the Election Kit & possible activities for ANTaR
supporters in the lead up to the election at the end of the Health Forum on Sunday 19th September.




Submission to Senate Select Committee on the Administration of Indigenous Affairs

ANTaR National recently made it's submission to the Senate Select Committee on the Administration
of Indigenous Affairs and has been invited to give evidence to the Committee at the hearing on the
15 September in Sydney. A summary of the recommendations of the ANTaR submission are listed below.

A simple letter is sufficient as a submission to the Inquiry and ANTaR National has set up a quick &
simple procedure on the ANTaR website

Recommendations

1. That the Aboriginal and Torres Strait Islander Commission Amendment Bill 2004 should be rejected.

2. That the Committee should strongly endorse the need for a sustainable, independent National Indigenous
Representative Body that:
- reflects the aspirations and values of Aboriginal and Torres Strait Islander peoples;
- is open, transparent and accountable to the Aboriginal & Torres Strait Islander peoples;
- is achieved with the informed consent of Indigenous peoples through inclusive processes that acknowledge
their diversity and traditional authority structures.

3. That the Committee strongly endorses and reports on the need for governments, mainstream departments
and agencies to be publicly accountable for the provision of services to Indigenous people and that such
accountability must include proper benchmarks, rigorous monitoring frameworks and be directly
exercisable by Indigenous people.

4. That the Committee makes recommendation on the need to provide secure recognition as Indigenous
peoples, including Constitutional recognition, to ensure that Indigenous rights and interests are protected
from change without their consent.

5. That the Committee examines and reports on alternative options for providing Indigenous participation
and control in the delivery of services to the Indigenous community.

6. That the Committee recommends that ATSIC’s assets be preserved for transfer to a replacement
national Indigenous representative body.
