The
Howard Government's rejection of the majority of the recommendations
of the Council for Aboriginal Reconciliation represented a
low point in Australian history. Subsequent Government programs
under the banner of 'practical reconciliation' have failed
the Indigenous community. Indigenous living standards continue
to fall (particularly in health), Indigenous representation
in Parliament is minimal and Indigenous representatives are
under attack.
With
Government and opinion polls having reduced Indigenous issues
to a low priority for the electorate, Labor has an obligation
to move beyond the 'practical reconciliation' debate. Labor
must deliver a clear message to the electorate and work with
Indigenous leaders to respect Indigenous rights, build strong
Indigenous governance and representation at all levels, including
parliament, and most of all, as a fundamental responsibility
of Government, to improve the living standards and opportunities
for Indigenous people in health, education,
employment and housing.
